Tiptoeing Through the Muck of Alaskan Politics

A Chess Match in Juneau – Palin Balks at Kerttula Pick.

queens

Remember just a day or two ago when Sarah Palin filled the Alaska Supreme Court vacancy, and her administration claimed “Her choice for Supreme Court judge was made in accordance with Alaska law. She chose the person most qualified from the names sent to her.”  Well, apparently that attitude is checked at the door when it involves someone who is eminently qualified, but who has also been somewhat critical of the governor.

Gov. Sarah Palin isn’t satisfied with Beth Kerttula being the only choice offered for the state Senate seat vacated when Juneau Democrat Kim Elton left to take a job in the Obama administration.

So she’s asking for others interested in the job to send her an application.

“We know there are many qualified Alaskans who would fill this post enthusiastically,” Palin said in a written statement.

Kerttula’s was the only name Juneau Democratic leaders sent Palin to consider for the appointment.

It’s traditional, but not required, for governors to follow the party recommendation when filling an open seat in the Legislature.

The governor has received more than two dozen unsolicited applications so far, and apparently wants as many as she can get.  She’ll be accepting applications until Friday at which time she will release the names of the applicants. Elton’s replacement must be a Juneau Democrat and be approved by a majority of Democratic State Senators.  Hey, Juneau Mudflatters, any takers?

Juneau Democratic Chair Kim Metcalfe said she was very disappointed in Palin’s call for more names. She said Kerttula, who represents downtown Juneau and Douglas Island in the state House, was the overwhelming choice of Juneau Democrats for the Senate appointment.

“Beth Kerttula was head and shoulders above everyone else in terms of her length of service, in terms of her readiness to step into the position,” Metcalfe said.

Metcalfe said parties don’t always give three names to a governor to choose from.

Beth Kerttula is widely respected, and well-suited for this position.  It will be interesting to see what happens after this bout of posturing from the governor.  We may have a bit of a chess match on our hands.

[Post script]

Just for fun, here are the results so far of a poll in the Juneau Empire.  It’s interesting to note that this particular poll got more votes than any other poll done by the Empire in the last five years.  Isn’t that something?

Do you think Gov. Sarah Palin should appoint Rep. Beth Kerttula, D-Juneau, to replace Sen. Kim Elton in the Senate?

Yes (79%) = 2058

No (21%) = 560

Hey! I don’t have to move to Juneau at all! I already telecommute for work from Oregon to California, Hawaii, Washington DC, Singapore, and even Belgium on occasion. I can just let the state rent me an apartment in Juneau and I’ll stay right here, and serve the state from my home. We’ll say it’s for, oh, I don’t know…better access? And I can get a per diem!

And if she had just accepted Beth’s name, she would have gotten points with the Democrats in the legislature. How silly to make such a big deal out of it. And how long can she delay her decision while she considers names? It took her three months to appoint a new rural advisor and I am sure she could have gotten several good nominations from Native groups to choose from.

    pvazwindyNo Gravatar says:

If Palin chooses anyone other than Kerttula, it only magnifies her mental instability. Loathing Palin is spreading and cannot be stopped. Even as she calls for more names, isn’t it the legislature who will approve the choice. If it were me I would disapprove every name until only Kerttula remained. Shove it down her throat.

I am a registered D and would not vote for Kertulla if she were the only person on the ballot … sort of like right now. As in other communities in Alaska, we need to get rid of the old and start with the new. Beth Kertulla has spent a lot of time in the House of Representatives, but she has absolutely no backbone, analytical skills, or decision making ability. Why do you suppose all of the Demo members of the Bush (rural) caucus left Kertulla’s “leadership” and joined up with the Republicans? She has no ability to lead anybody anywhere. And she simply cannot make difficult decisions. Believe me AK Muckraker and mudpuppies across the country, it is wrong for you to cast a vote for Beth Kertulla when you do not know enough about her. She’s a mess and our capital city deserves much better. Please, do not comment on this (and mess with the unscientific Juneau Empire poll) unless you really know what you are saying/writing. Thank you.

What’s the scoop? I haven’t lived in Juneau for many years, so i’m clueless. What are the actual qualifications of these people? What are some of the things Beth has done to make people either want her or not want her? Be specific please. Lack of spine is not specific. That describes pretty much every politician in Alaska, so you need to narrow it down to real facts for those of us looking on.

She’s been around the Capitol for long enough to know how to work there and what needs to be done. She works better across the aisle than just about anyone, and she’s as ethical as they come. It’s hard to be seen as “having a spine” by some people if you’ve lived your political life in the minority, but she’s fought as hard as she can for what’s good for Juneau and the State.

And it’s not like anyone else would be able to jump into the Senate more than halfway through Session and be able to get anything done. She’s the only one who can, and GINO seems intent on denying my town full representation for as long as she can. She’s got till less than 3 weeks before the end of Session to appoint. Want to take bets on how much of that time she’s going to use up?

Kath the Scrappy asked, “How long could she stall this appointment? Until she leaves office, thereby denying her most disliked town of Juneau any representation at all? Are there any means of overruling her by the legislature or constitution?”

You know, there’s enough egregious misbehavior of various kinds, unethical and otherwise, by Gov. Palin, but you’d think threatening to boycott this appointment of Beth Kerttula would be the final straw for the legislators.

From a NYTimes article on the general subject of impeachment:

“In its broadest sense, impeachment is the process by which public officials may be removed from office on the basis of their conduct. Strictly speaking, it is the decision by a legislature to accuse an official of one or more offenses that warrant removal according to constitutional standards. A vote to impeach then triggers a trial based on those charges. The most famous impeachment proceedings have involved presidents, but every state has its own procedures. Most follow the federal model in general, but vary widely in their specifics.

[...] Each state constitution outlines a unique impeachment procedure, including variations on the list of impeachable offenses, protocol for an impeachment trial and the body responsible for an initial investigation. According to the Associated Press, seven governors in U.S. history have been removed from office following impeachment proceedings.

[...] In all states except Alaska, Nebraska and Oregon, the House votes on articles of impeachment ahead of a trial. In Alaska, the process is reversed, according to The Book of States. That state’s Senate must impeach a governor by voting on impeachment articles in order to initiate a trial in the House.
