Contract Law developed in the real world, and in the real world conditions change.   It is not unusual for contracted work to be canceled - such as when funding or the need for the work disappears.  If the State had canceled the project, it would have owed some small reimbursement for costs already incurred by the successful bidder, and the balance could have been returned to the Treasury.
