    Here is an excerpt from Molly Ivins/Lou DuBose book “Shrub”.-Bush began briskly in 1995 by calling for the resignation of all three of Ann Richard’s appointees to the Texas Natural Resources Conservation Commission, the closest thing Texas has to an EPA. The commission is known in state government as Trainwreck,since that’s the closest we can come to pronouncing the acronym TRNCC. It was established in the early nineties to monitor air quality and to grant state permits for new refineries,chemicaland industrial plants, and landfills. Trainwreck was never a center of environmental activism,to put it mildly. But,by the end of Bush’s first term,it had clearly become what government professors call”a captive regulatory agency”-controlled by the industries it was established to regulate.

    Bushes replacements were “three white guys so sympathetic to nig polluters it left Texas environmentalists whomperjawed.
    Of course Bush foisted the captive regulatory agencies on America as our Scotus appointed disaster. Even more,he changed the rules in Texas courts to favor big bidness. Want to sue “big awl”? You have to sue them in their home town and accept their home town juries. Good lick with that.
