Legislative Session Required to Confirm New Alaska Lt. Governor. Isn’t That ‘Special?’

Legal opinion is in, and a special session of the Alaska state legislature looms.  Yup, that means that in all likelihood, this pack of hearty souls who have had to endure what must have felt like the longest gubernatorial partial term in the history of ever….isn’t done yet. 

The Commissioner of the Department of Corrections who, for some reason, was chosen and accepted the #3 spot in gubernatorial succession has decided he’d rather not have the job of Lt. Governor after all.  Not that anyone necessarily blames him.  Even he recognizes that Sarah Palin’s former high school buddy suddenly plopped in the Lt. Governor’s chair might look a little… untoward.  After stating that he had no idea Palin was going to quit, he’s reluctantly agreed to fill the spot until all the beaten and bruised souls in the legislature, who finally got sprung to go do some summer recreating get sucked back in to the drama for a special session.

When Palin made her now infamous “I Quit! But Darn it, I’m Not a Quitter” speech on the shores of Lake Lucille, she stated that Commissioner of Military and Veterans Affairs Craig Campbell would be “assuming ” the role of Lt. Governor.  You know what they say about assuming. 

It should also be noted that in her stated desire to save the state money, by appointing someone who has not been confirmed, and necessitating a special session, she may be costing the state hundreds of thousands of dollars.

The House Judiciary Committee plans to hold a confirmation hearing July 20 — six days before Parnell is sworn in — though it takes both the House and Senate to confirm a candidate.

“The governor quit and went fishing,” Judiciary Chair Jay Ramras, R-Fairbanks, said in a statement Wednesday. “Governor Palin failed to leave specific instructions, so the Legislature is stepping in to bring order to the constitutional chaos she created.”

Rep. Ramras apparently does not subscribe to Palin’s “Leadership through Abandonment” philosophy of state government. 

In the days since she announced she’ll be qui…. stepping down, one would think she’s been burning the midnight oil with the new team to make sure that all the loose ends are tied up, and that there will be a smooth transition to governor-in-training Sean Parnell, and that she’s done everything she needs to do for the state.  Well, actually…  She has ‘gone fishing,’ working at the family commercial fishing business in Dillingham, and is on some sort of an odd farewell tour of rural Alaska, doing things like honoring animal caregivers in McGrath, flying over burn areas, and quoting Plato.

Palin’s chief of staff Mike “I hope citizen ethics complaint filers experience “backlash” Nizich has called Rep. Ramras’ comments that the governor went fishing, and left the legislature in the lurch “irresponsible,” and stated that “she’s in contact with the office, just like normal.”  Just like normal?  That should make us all feel better.

Under ordinary circumstances,  the legislature would not be in session again until January of 2010.  And if they convene before then, there are other matters that can be brought to the table, the most notable of which is a vote to override Palin’s veto of $28 million in stimulus funds for weatherization projects.  They need a 75% vote in joint session to override.  And heck, since they’re all there anyway, how about a nice quick impeachment vote?

    That must mean that the feds are not allowing an extension of time for the legislature to override the stimulus money veto until next legislative session–which the legislators were hoping for.

    We need stimulus money for energy conservation as soon as possible.

    Can Sean Parnell accept the stimulus money? Will he?

    Can you bill her for the session? I know you can’t, but one can dream…

    Parnell is a conservative Republican, he has been a lobbyist for big oil and mining, he belongs to Palin’s church, and he was in church with her for her witch hunter blessing. I don’t see much chance that he’s just been playing along.

    I’ve talked to a number of people who know Parnell and none of them have had anything good to say about him.. Of course none of them thought he could possibly be any worse than what we’ve just gone thru but they are both cut from the same religious zealot mold. He used to be a big oil lobbyist, so I’m sure Exxon, BP and Conoco Phillips will be happy he’s in there

    I have a wacky hypothesis to float by people here. I’m not sure how I feel about it myself, but it’s something that came to me as I was reading posts on this thread about the Lt. Gov confirmation and whether it’s Parnell or Palin that chooses etc.

    Not being from Alaska, the only thing I know about the politicians there is what I read here and various and sundry other places (blogs, news etc. Mostly progressive/left-leaning, but a few right leaning (nothing super scary like the Sea and the maeT etc)).

    With those disclaimers in place, I offer the following:

    From what I have read about Parnell, he seems like a “go along to get along” kinda guy for the most part. I think Phil at PA described him as “putting the “lack” in lackluster”.

    What if because he’s a go along to get along kinda dude and because he’s seen Buttercup in action for the last 2 years (probably longer since it seems he’s been in politics for many years so may know of her from her other govt stints) he’s saying what he *needs* to say to not find himself under the bus with everyone else.

    What if (and as I type this it sounds way more fanciful than it did when I was just tossing it around in my head) he actually wants to make some changes, but knows that he needs to bide his time to be able to do that.

    Maybe for the next 3 weeks he NEEDS to tow the Buttercup line, that much is clear to anyone with eyes and a brain. There is still plenty of time to stuff more people under the bus and being all “maverick-y” and “not wired that way-y” and “no more politics as usual-y”, nothing is really stopping her heinous from unquitting if she feels like her royal plan will not be carried about by the individual she has deemed her worthy successor.

    Maybe Parnell thinks (knows) that any show of not being a total Team Buttercup team player, ready to catch her pass off for victory, would be worse for the state (and himself).

    Maybe it’s the benedryl talking 🙂

    I am curious about other opinions on this admittedly rather “magical thinking” hypothesis.

    Jay Ramras, who used to be a fan of hers (voted for W.A.R.s appt.. etc) has said some scathing things about her recently.. Hollis French has admitted that impeachment proceedings should have probably been talked about but no politician up for re-election wants to take the chance of alienating her “base” at this stage of the game..

    She’s going to be speaking here in Valdez on Monday.. That should be interesting.. The last time she was here there was a tar machine with a feather bag attached to it waiting for her arrival at the civic center.. I took some photos of that as it was rather comical and appropriate.. Also many of the people turned their chairs around and sat with their backs to her while she was making her speech. I’m sure the same thing will happen again this time.. I will get video of this bill signing/speech when she’s here

    That seems so strange to me. Why are there no comments one way or the other? The silence is very odd and I wonder why the local media is not pressing for comments and chasing this story. A Special Session is a big deal. I know it would be a big deal here in Washington state and there would be all sorts of coverage and major political debate/criticism.

    A question to you all in Alaska. Are there any comments or press releases from the legislators regarding this special session? Are they PO’d, are they eager? What is going on. What are the democrats saying? I went to ADN and didn’t see anything specific. Who is the lead Democrat who spearheads the party. What is that person saying? I’m just curious.

    Would like to hear a local person’s version of what is going on.

    A good point was brought up before.

    There may be come requirements for holding a special session. For instand 30 calendar days notice or 10 working days or something like that.

    There may not be enough time under the requirements of the Alaskan Constitution regarding calling a special session to have one by July 20.

    We all know that Palin isn’t real knowledgeable on legal requirements.

    Also, the letters to the editor commenting on the Sally Quinn article were for the most part…very disturbing. I do fear for us all. There are so many desparate people who are truly hurting from this economy, and they are ripe for a messiah. shiver.

    Since the legislators are having to hold a special session, this may be the opportunity for Alaskans to demand they investigate whether or not Palin committed perjury in the Troopergate complaint she filed against herself. Even if they feel that it is pointless since she quit, they should still do it to remind everyone that they are not above the law and I would imagine that if she is found guilty of perjury, the SOA would not have to reimburse her her legal fees. I don’t know if a governor who serves part of a term draws any long term financial benefits from the state that they could deny.

    Fox News has turned a couple of their hired media bullhorns on a Palin critic at the Washington Post for an article “Palins peculiar family values” written by Sally Quinn.

    In additon, their web smear site Fox Nation actually put a “Warning” sign on the link as if were pornography for a bunch of toddlers not to read… too funny.

    The Palin’s paid off the $290,000 mortgage but, after going through several overlapping mortgages, have one mortgage on the lake house….orig. balance of $255,500. I’ve got a lot of info on the lake house, vacation property and other real estate transactions. Was just getting ready to post a summary of the mortgages for the lake house on the open thread but saw everyone was up here.

    I have really got to turn off the TV, the radio and the computer. CBS radio reported an interview with one who knows from the inside, Levi Johnston. He said that while he was living in the house, he heard Sarah say that it was a pity to pass up all of those lucrative deals. That’s his take on why she quit. Of course Sarah said that he never lived there, so who are you going to believe? Oh, I forgot, Sarah does tend to embroider the truth a little.

    There is one small benefit to be had from this gubenatorial trainwreck — if any of your acquaintances still express support for Palin at this point, place them immediately on your “do not tell them where I keep my guns” list.

    When it was announced that she had a book deal there was talk that it would be illegal for her to work on the book while she was governor. Now we see her working at the families commercial fish business while she is still governor. Is this another ethics complaint in the making.     Alaska, probably. Will she turn in those blackberries once July 26 comes around? yanno… those blackberries are essentially flash drives with added features. Someone could put in a records act request asking that those flash drives be preserved for posterity… and then request access to the info therein.

    The PAC filed a disclosure (information return) with the Federal Elections Commission. But it wasn’t even formed until 2009 which means we’ll not see any public recording of this information for quite some time. Don’t donate to it, though, becasue it would be BAD to do so and it is not deductible as a donation!

    Yes and yes…but the payoff of kids travel would not need to be reflected until the 2009 return—in April of 2010. There is no provision for seeing or inspecting the 1040 of a private citizen, which she will be by then, and she won’t be running for any office. We thoroughly inspected her returns fro 2007 and 2006 which she was required to make public when she ran for VP. Apparently such disclosure is not required for AK.

I’ve been listening to MSNBC describing how Sen.Ensign handsomely paid off the Hampton family after he had an affair with Mrs. Hampton. Ensign’s parents gave the Hampton family checks written in $12,000. amounts. Why that magic number? Why, you can give that amount to someone as a tax free gift. Only $12,000. a year, if you have that kind of money to throw around. Guessing that the Senator is worth that much money to his devoted parents.

    So, following that model, why wouldn’t generous friends want to help out the Palin’s too? A wealthy builder who stood to get government contracts might want to gift his friends who might soon be in a position of power to steer business his way.

    There is a discussion over at Palin’s Deceptions regarding Sarah’s book deal, rumored to be $3.5 or $4 million dollars. That’s alot of money, and the talk is that the book deal is closer to $1. or $1.5 million with the publisher, Rupert Murdoch, sweetening the pot with his own contribution. Attention dear lawyers, these are just rumors and idle gossip. No malice here. I’m just alerting readers as to how people in power seem to be money-magnets. I’d take the money and run, too. And, yes, it stinks that the PAC repaid Alaska, allowing Sarah to keep the ill-gotten reimbursements. Maybe that’s what pushed her closer to the door marked “Exit.”

    Interesting information Mae – why am I not surprised? The Palins have no intention of paying for their life. I can see that the state may not care – it was reimbursed for the childrens’ trips that were essentially a misuse of government funds. Having her PAC pay for this misuse underscores her unethical activities, and says a lot about her lack of character and integrity. Nothing fellow Mudflatters don’t already know. I wonder if people who paid into the PAC are comfortable with this use of the money. It certainly does not follow that “vision” on the PAC’s homepage: “Dedicated to building America’s future, supporting fresh ideas and candidates who share our vision for reform and innovation”. Just how is the childrens’ travel building America’s future? I suppose it could be a fresh idea that she doesn’t have to pay for anything, but is that what the average contributor thinks when reading this vision?

    If she is so burdened by the half million in personal legal bills (as she soooo frequently mentions), why oh why can’t she use some of her book advance to pay for it? Again, they don’t want to be burdened with paying for the way of life they’ve created. I believe there are probably a few skeletons in every politician’s closet because of the nature of power, but they have to pay the piper when caught or called on it. That’s the “cost of doing business” so to speak. But for the Palins to actually pay money is a conflict to their way of life. We can only hope that if not now, then in the future, karma will play out upon their heads (and I for one want it to involve incarceration).

    PS – If find it interesting that the PAC website and the SOA website both have headlines that Palin is not seeking a second term. Cart before the horse, people – you can’t have a second term if you don’t complete a first term. They realize that the headline “Govenor decides to not complete 1st term” sounds as bad as it is. So much spin. I guess that why she “threw up” her resignation speech last week. It certainly wasn’t “delivered”.

    Has anyone in Alaska government noticed that the Health Department in Alaska is in a bit of disarray–with a couple of key posts vacated recently and hundreds of seniors waiting for care in their homes due to a moratorium on new care assessments placed on Alaska’s Health Services due to non-compliance with federal regulations and a need to catch up on assessments which have already been pending and are behind schedule? Estimated moratorium time currently estimated to be two months–according the State spokesperson with Alaska’s Health Services.

    And Parnell promises “continuity” with current governance. Boy, oh boy. We do need some leadership to step forward.

    So if the legislature rejects Palin’s choices for AG and Lt. Gov.–then does Sean Parnell get to pick? Or does Palin get another round (or more) in her final six days.

    Good thing–for everyone except those seniors waiting for health services–that it’s fishing season.

    So, let me get this straight. She asked the State of Alaska to reimburse her for the childrens’ travel. So, she received money for the kids’ travel. But when it came time to pay the state, she didn’t return the money, some other people footed the bill for her. So she profited by this. She is $8,000+ ahead on the deal. Doesn’t sound right to me.

I’m not sure why Ramras is calling the House Judiciary Comm. in to hold a hearing, as they’re not the full two bodies, except that it at least pressures the rest of his colleagues into acting (and no, he’s not too fond of her…). Impeachment would also take the efforts of both bodies, one to vote on whether there were grounds to impeach and the other to vote on it if the first passed it along. Had something to do with getting the military to change their requirements for bringing in Chaplains. They want someone with a solid education and religious title. This is where the bible colleges came in and started certifying evangelical preachers to get them the rank and quals. Kind of scary. They had a story about military units rapelling into a church from the roofs. Soldiers of God. Actual military units. It is scary. I thought this was kind of going away.

    Impeachment would not preempt quitting. I think there is some confusion between impeachment and recall. Impeachment would be a further waste of the legislators’ time. Maybe someone can explain what a special session would be. Is there a time frame for notifying the legislators? How is the session called? Is the debate limited to one subject?

    Religeous and political movements have so often turned violent. People need to learn the difference between faith and conspiracy to commit violence, between celebrating faith and harming those outside any given circle of believers.

    You can’t just call yourself Christian or Muslim or any other faith-based label and use that to sheild yourself from the consequences of brutal, criminal behavior!

    Christians who are getting ready to get out there and murder people need to be put in the slammer, “as normal” for anyone else.

    Politicians (like Adolf Hitler) who try to gain power by feeding into such nonsense need to be shunned and castigated as public criminals.
