<p>Not many people in political circles know that I credit music with saving my life. </p>
<p>I started playing the piano when I was six-years-old. I often kicked and screamed about practicing, but my mother was determined and I continued through my entire school career.</p>
<p>In sixth grade, I discovered the snare drum and concert band. I absolutely loved playing music with a group. That was around the time that I discovered that music was an escape from the insanity of my life at home.</p>
<p>Unfortunately in high school, I discovered that drugs and alcohol provided a different kind of escape. I dropped out of any band activity, though I continued with piano. My grades plummeted and it became clear that with only a 2.5 GPA junior year, I wouldn&#8217;t be getting into a decent college&#8230;</p>
<p>&#8230;until I started auditioning as a piano major. Suddenly, I was accepted at schools we couldn&#8217;t afford, like Temple University and Berkley School of Music. I received some modest scholarships to a couple of smaller schools but ended up going back home to Ohio and The University of Dayton. It was there that I truly fell in love with their much-touted marching band and was a member all four years. My membership in that band was my lifeline at a time when I was sinking deeper into alcoholism and depression.</p>
<p>When I made it to Alaska and sobriety, music reclaimed me. I even made a very tiny living for several years in the Anchorage music scene. Those were some of the best years of my life.</p>
<p>Music has now come full circle in my family. Morrigan took piano lessons for awhile. However, when a music teacher in grade school taught the kids to play penny whistle, we discovered that my daughter had a knack for the woodwinds. She started on the clarinet in sixth grade band and after only a couple of months, auditioned and was accepted into the Honor Band.</p>
<p>While the idea that music enhances math skills has been long claimed, recent studies show a more direct correlation <a href="http://www.miller-mccune.com/news/middle-school-music-lessons-enhance-algebra-skills-17009/" target="_blank">between music and algebra</a>: </p>
<blockquote><p>Helmrich divided the students into three groups: Those who had received formal instruction on a musical instrument during the sixth, seventh and eighth grades; those who received choral instruction during those same years; and those who received no formal musical training.</p>
<p>She found the students who studied music significantly outperformed their peers. “Formal instrumental instruction impacted algebra scores the most,” she reports. “Choral instruction also affected scores, but to a lesser extent.”</p></blockquote>
<p>From our experience, my husband and I noticed that as our daughter started to learn clarinet in sixth grade, she began to struggle less with her algebra assignments.  Now, she&#8217;s two-years ahead in mathematics. </p>

<p>If <a href="http://www.themudflats.net/2012/01/30/the-war-on-alaskas-public-schools-the-basic-outline/" target="_blank">Governor Sean Parnell and Mayor Dan Sullivan</a> have their way, this long-time Anchorage tradition may disappear, along with the entire sixth-grade music program.</p>
<p>Per <a href="http://anchoragesymphony.instantencore.com/web/page.aspx?title=Save+Our+Band+and+Orchestra+Programs" target="_blank">the Anchorage Symphony website</a>:</p>
<blockquote><p>We learned that last week the ASD Music Supervisor received a request for information from a school board member about the potential cost savings if 6th grade band and orchestra were to be eliminated.</p>
<p>The school board will have its final reading of and will be voting on the ASD budget on Thursday, Feb. 9, starting at 5:00 p.m. in the ASD Education Center Board room.</p>
<p>We can express our opinions regarding the importance of 6th Grade Band and Orchestra in the following ways:</p>
<p><strong>1. Call or email the school board. To email the school board, send one message to <a href="mailto:SchoolBoard@asdk12.org">SchoolBoard@asdk12.org</a> and all seven members will receive it.<br />
2. Testify at the Feb. 9 meeting. People can sign up to testify via the same email address or can call 742-4312. Testimony is taken in the order received.<br />
3. Attend the meeting [5530 E Northern Lights Blvd, Anchorage] to show support for music education. Please wear concert dress or all black</strong>.</p>
<p>The most important message is children must start an instrument early in life; middle school is too late. Personal stories have a big impact, especially from young people. This program has been cut over the years. Students used to start instrumental music in 4th grade, then the program was cut to starting in 5th grade and several years ago the program was cut to a 6th grade start. This year, 91% of ASD 6th graders are taking band and orchestra!</p></blockquote>
<p>Remember:  in order to testify at a School Board meeting, you must sign up with the Superintendent’s Office to testify at the meeting any time before 5:30 p.m., or one hour prior to the start of the meeting, whichever is earlier. </p>
<p>Cutting the sixth grade music program is just the latest of the bad possibilities from a school board that is desperate to find a solution that is least hurtful to the least number of students. If there is no increase in funding, the prospects are bleak. Those of you who read The Mudflats know that we&#8217;ve been spending quite a bit of time explaining <a href="http://www.themudflats.net/2012/01/30/the-war-on-alaskas-public-schools-the-basic-outline/" target="_blank">what is happening to education in Alaska</a>. We&#8217;ve told you about the several $$ million in <a href="http://www.themudflats.net/2011/03/30/are-the-fees-the-municipality-is-charging-the-school-district-fair/" target="_blank">outrageous fees Mayor Dan Sullivan has tacked on to the Anchorage School District </a>and how he refuses to tax to the property tax cap. We&#8217;ve shared in several posts about Governor Parnell&#8217;s severe underfunding of the Department of Education in the budget currently before the Alaska Legislature. We&#8217;ve also described <a href="http://www.themudflats.net/2012/01/24/kids-under-the-bus-and-what-you-can-do-about-it/" target="_blank">the horrible cuts the Anchorage School District is facing. </a></p>
<p>It is very, very important for folks to attend the Anchorage School Board Meeting and let their voices be heard.  However, that MUST be followed up by contacting <a href="http://gov.alaska.gov/parnell/contact/email-the-governor.html">Governor Sean Parnell,</a> Mayor <a href="http://contactmayor.muni.org/" target="_blank">Dan Sullivan</a>, <a href="mailto:wwmas@muni.org" target="_blank">the Anchorage Assembly Members</a> and the Alaska State <a href="http://senate.legis.state.ak.us/" target="_blank">Senators</a> and <a href="http://house.legis.state.ak.us/" target="_blank">Legislators.</a> They must be told how important Alaska&#8217;s public schools are on a personal level.</p>

<p><strong>**UPDATE** (NOTE:  There is no official action on the table at this time to cut 6th grade band/orchestra programs.  The concern of music teachers/parents/musicians across the city comes from the fact that a member of the Anchorage School Board requested information as to the cost of the programs and currently, the Board is trying to figure out what cuts to make.  When you testify Thursday, realize the Anchorage School Board is not the villain.  Anger and frustration over the budget situation must be directed constructively (in a civilized way) at <a href="http://gov.alaska.gov/parnell/contact/email-the-governor.html">Governor Sean Parnell,</a> Mayor <a href="http://contactmayor.muni.org/" target="_blank">Dan Sullivan</a>, <a href="mailto:wwmas@muni.org" target="_blank">the Anchorage Assembly Members</a> and the Alaska State <a href="http://senate.legis.state.ak.us/" target="_blank">Senators</a> and <a href="http://house.legis.state.ak.us/" target="_blank">Legislators.</a> They are the ones who hold the purse strings.)</strong>    </p>

<p><em>~And they would&#8217;ve got away with it too&#8230; if it weren&#8217;t for that pesky Constitution!</em></p>
<p>The question is &#8220;school choice.&#8221; That&#8217;s what they call it, anyway. Anchorage is fortunate in that there is already a great network of 27 charter schools available for those who want a public school alternative. And America is fortunate that for our kids, attending school is a privilege to which everyone is entitled. Yes, education is an &#8220;entitlement program,&#8221; (oh, the horror) and we ought to be proud of that. It&#8217;s one of those instances when &#8220;American exceptionalism&#8221; really means something.</p>
<p>Republicans in the Alaska State House, like Republicans across the land, have put the institution of public education squarely in their cross-hairs, and the House Education Committee is attempting to usher through a bill known as HB145.</p>
<p>One of those leading the charge is Rep. Wes Keller of Wasilla. Keller was one of the five lawmakers who <a href="http://www.nytimes.com/2008/09/17/us/politics/17trooper.htm">filed the suit t</a>o stop the legislative investigation of the Troopergate scandal, and is also an elder in Palin’s church whom she appointed to his seat.</p>

<blockquote><p><a href="http://www.adn.com/2012/02/02/2296492/divided-house-committee-advances.html#storylink=cpy">[Keller] envisions in HB145</a> a program that would give state funded &#8220;scholarships&#8221; for students to attend private or religious schools. In testimony before the committee, Keller said the approach would bring several benefits, including giving parents a greater ability to send their kids to private school if they opt for that over public school&#8230;</p>
<p>Keller, in his sponsor statement, called his bill &#8220;the next critical step in allowing today&#8217;s Alaskan children to compete with the world on an equal footing educationally.&#8221;</p></blockquote>
<p>In the world of HB145, your tax dollars can ensure a top-notch religious education for Alaska&#8217;s impressionable youth. Then, we&#8217;ll be ready to compete with the rest of the world on an equal footing. Oh, those silly other industrialized nations with their &#8220;fossils&#8221; and their &#8220;big bang.&#8221; Soon we&#8217;ll be able to preach the scientific gospel that the world is 6,000 years old &#8211; just like Governor Parnell says it is and stop falling for Satan&#8217;s paleontological tricks.</p>
<p>But before you get all excited about these exciting intellectual opportunities, there is one small bump in the road. Democrats on the committee, Sharon Cissna and Scott Kawasaki, and one upstart Republican, Paul Seaton had to go and ruin things.  Those party poopers couldn&#8217;t resist pointing out that the Alaska Constitution prohibits the use of public money for the direct benefit of any religious or other private educational institution.</p>
<p>Can you believe it? What a pain.</p>
<p>So, then Keller had to admit that yes, HB145 would in fact hinge on the passage of a companion resolution that would&#8230; you know&#8230; just get rid of that constitutional requirement, which would necessitate a vote by the people in a general election.</p>

<p>The actual technical unconstitutionality of the bill did not deter the four Republicans who voted to move the bill along (Chair Alan Dick, Vice Chair Lance Pruitt, Eric Feige, and Peggy Wilson). Nor did the fact, as Paul Seaton pointed out, that the bill will end up giving more funding to private institutions than to public ones.</p>
<p>The bill and its companion resolution (HJR16) are now pending before the House Finance Committee.</p>
<p>Remember&#8230; it&#8217;s all about the little ones.</p>

<p>Last school year, I wrote <a href="http://www.themudflats.net/2011/02/03/questionable-muni-fees-force-threat-of-school-district-cuts/" target="_blank">a post about the proposed cuts </a>in the Anchorage School District budget and how they would affect a family of a middle school student. It was then I became aware of the <a href="http://www.themudflats.net/2011/03/30/are-the-fees-the-municipality-is-charging-the-school-district-fair/" target="_blank">outrageous fees</a> Mayor Dan Sullivan was charging the school district&#8211;for example: 100% of the salaries and benefits of those Anchorage Police&#8211;called Resource Officers&#8211;who only service the School District about 70% of the time.  I tried to show how they were taking millions of dollars away from our kids. (Note: As of this week, these fees have not changed.)</p>
<p>Sadly, this week <a href="http://www.themudflats.net/2012/01/24/kids-under-the-bus-and-what-you-can-do-about-it/" target="_blank">Jeanne wrote a post about this year&#8217;s cuts.</a> They are much worse than last year and are precipitated by both Governor Parnell&#8217;s under-funding as well as Mayor Sullivan&#8217;s refusal to tax to the cap.</p>
<p>But it&#8217;s not just Anchorage that is suffering. Fairbanks, Juneau and many smaller and more rural schools are in deep trouble if things don&#8217;t change.  The worst part:  this is all orchestrated as part of a larger and more national attack on public education.  Alaska is just next-in-line. </p>
<p>For over a year now, I&#8217;ve watched how the anti-public school drama has played out in Alaska on multiple fronts.  From the Municipality of Anchorage to the Legislature to the Governor&#8217;s Office to outside organizations, the forces at work are performing a complex dance in multiple venues&#8230;a dance that is impossible to follow unless one is a complete research nerd (and then, only tenuously).  I&#8217;ve wanted to write about it all in that context&#8230;I&#8217;ve started a number of posts.  However, I haven&#8217;t been able to figure out how to present it.  I started writing a list, like an outline&#8230;</p>
<p>&#8230;and realized that was the best way to start. </p>
<p>So here is a list of the characters in this drama and the means they are using to achieve their agenda &#8212; a summary of their activities so far.  Jeanne and I will be writing multiple posts in the future on these education issues. This gives you a place to look up the various characters and refresh your memory about their place in the story.  </p>
<p><strong>Disclaimer:</strong>  I want to emphasize that while the characters supporting these false &#8220;reforms&#8221; in Alaska seem to be Republican, the issue is not a partisan one.  From what I can see, the majority of Alaska&#8217;s Republican Legislators are not yet &#8220;sold&#8221; on this bill of goods and are more than happy to receive input from their constituents.  </p>
<p>The problem:  Like every other Alaska issue, these strategies are generally pushed forward by those religious ideologues and/or those beholden to businesses/corporations who want privatization across-the-board.  These businesses/corporations who are pushing this &#8220;education reform&#8221; agenda can do so with tons of money and the help of friendly politicians. We must contact our State <a href="http://senate.legis.state.ak.us/" target="_blank">Senators</a> and <a href="http://house.legis.state.ak.us/" target="_blank">Representatives</a> to counter any misinformation.  I hope this and future posts help you to do that.</p>
<p><strong>Leading the attack</strong>:  </p>
<p>&#8211; <strong>Governor Sean Parnell</strong> &#8212; I covered some of the issues with the Governor at the beginning and discuss his budget below.  Since the election, Governor Parnell has truly shown his religious extremist leanings and tea party philosophy, which includes a strong &#8220;Christian&#8221; influence in the interpretation of law.  An alarming number of his appointees also seem to reflect his beliefs.</p>
<p>&#8211; <strong>Representative Wes Keller</strong> &#8212; Originally appointed by Sarah Palin to fill a vacancy in the Legislature, Mr. Keller is a religious extremist and tea partier through-and-through.  He is <a href="http://www.alec.org/about-alec/state-chairmen/" target="_blank">a state chairman for the American Legislative Exchange Council (ALEC)</a>  Mr. Keller is the sponsor/creator of House Bill 145 and House Joint Resolution 16 (see below) with some help from ALEC&#8217;s &#8220;model bills.&#8221;</p>

<p>&#8211; <strong>Senator Fred Dyson</strong> &#8212; He wasn&#8217;t appointed by Palin but &#8220;ditto&#8221; to everything else.  Dyson is sponsor of the companion legislation in the Senate, SB 106 and he attended the ALEC Conference with Keller last year.</p>
<p>&#8211; <strong>ALEC</strong> &#8212; <a href="http://www.propublica.org/article/our-step-by-step-guide-to-understanding-alecs-influence-on-your-state-laws/single" target="_blank">A slightly re-worded summary from Pro Publica</a> &#8212; I encourage you to follow the link and read the entire post:  <em>&#8220;For decades, a discreet nonprofit called the American Legislative Exchange Council, or ALEC has brought together state legislators and corporate representatives to produce business-friendly “model” legislation. These “model” bills form the basis of hundreds of pieces of legislation each year, and they often end up as laws.&#8221;</em></p>
<p>&#8211; <a href="http://www.edchoice.org/The-Friedmans/Founders%e2%80%99-Letter.aspx" target="_blank"><strong>The Friedman Foundation</strong></a> &#8212; <a href="http://www.thenation.com/article/161077/vouchers-theyre-baaaaaack" target="_blank">Per the Nation</a>:  <em>&#8220;For most of the half-century since economist Milton Friedman first advanced the idea of school vouchers, it’s been the ultimate weapon in our educational debates, always ticking just under the surface, never quite going off. But after last November’s Republican statehouse victories, the right, sometimes abetted by Democrats and liberals, has brought back vouchers and school privatization with a vengeance.&#8221;</em> </p>
<p>The Foundation has been heavily involved in most of those voucher battles across the country.  As I will discuss below, they have turned their sites on Alaska by conducting a poll of residents regarding school vouchers.</p>
<p>&#8211; <strong>Mayor Dan Sullivan</strong> &#8212; I have recapped some of the Mayor&#8217;s anti-education moves at the beginning of this post and Mudflats as a whole has covered <a href="http://www.themudflats.net/2011/06/09/superintendent-sullivans-education-summit-what-is-the-goal/" target="_blank">many more.</a> His &#8220;Education Summit&#8221; is ongoing and I discuss it below.</p>
<p>&#8211; <strong>Jim Minnery</strong>&#8211;Minnery&#8217;s Alaska Family Council lists &#8220;School Choice&#8221; <a href="http://www.alaskafamilycouncil.org/issues/education_school_choice.html" target="_blank">as one of their top issues.</a> Minnery has been a proponent of changing the AK Constitution in order to use State money for religious education since back in 2008, as this <a href="http://palinemail.msnbc.msn.com/palinAll/pdf/14619.pdf" target="_blank">email between Gov. Sarah Palin and then Atty General Talis Coleberg shows</a>.</p>
<p>&#8211; <strong>The Catholic Archdiocese of Anchorage</strong> It&#8217;s not hard to guess the motivation behind the Archdiocese&#8217;s push for school vouchers, as reflected in the <a href="http://www.catholicanchor.org/wordpress/archives/5428" target="_blank">&#8220;Catholic Anchor.&#8221;</a> A <a href="http://blogs.chicagotribune.com/news_columnists_ezorn/2011/09/heres-some-school-choice-for-you-lets-choose-to-wait-and-see-on-vouchers.html" target="_blank">story in the Chicago Tribune</a> on what the results of Indiana&#8217;s voucher program revealed:  <em>&#8220;&#8230;Just as backers had hoped and opponents feared, a new statewide school voucher program in Indiana is draining money from public education and offering new life to struggling parochial schools.&#8221;</em>  My understanding is that the economy has taken a serious toll on the enrollment in parochial (as well as private) schools in the state.  Last year, one of them had a Senior graduating class of three.  These schools may be counting on our State money to keep them afloat.</p>
<p>&#8211; <strong>KIPP Charter Schools</strong> &#8212; I included KIPP on this list even though their only actual appearance in the state was in the form of <a href="http://www.muni.org/Departments/Mayor/Pages/DrFeinberg.aspx" target="_blank">Dr. Mike Feinberg</a>, who taught 5th grade for three whole years with Teach For America and then founded the <a href="http://www.washingtonpost.com/local/education/study-kipp-charter-schools-have-extra-edge/2011/03/30/AFXtmc6B_story.html" target="_blank">&#8220;Knowledge Is Power Program&#8221; (KIPP) Charter Schools</a>.  The reason I list them is because the <a href="http://www.muni.org/Departments/Mayor/Pages/PanelistPresentations.aspx" target="_blank">presentation by Feinberg at the Education Summit</a> (third video, first speaker after Superintendent Comeau) sounded like he was trying to sell a Veg-O-Matic or a set of Ginsu knives rather than inform a group about education alternatives.  And it makes sense&#8230;Alaska is a rich oil state with a surplus when most other states have deficits.  You could almost see the man drooling.    </p>
<p><strong>The Artillery</strong>:</p>
<p>&#8211; <strong>Governor Parnell&#8217;s Operating Budget</strong> (<a href="http://www.legis.state.ak.us/PDF/27/Bills/HB0284A.PDF" target="_blank">HB 284 &#8212; starting on page 8</a>) &#8212; The Governor promised that his budget was a <a href="http://gov.alaska.gov/parnell/press-room/full-press-release.html?pr=5984" target="_blank">&#8220;full funding of K-12 Education&#8221;</a>.  In actuality, the budget doesn&#8217;t even cover inflation (<a href="http://inflationdata.com/inflation/inflation_rate/currentinflation.asp" target="_blank">which averaged 3.16% in 2011</a>) and now has school districts across the state scrambling to cut much-needed programs.  How much of a slap-in-the face was it to K-12 Education in Alaska?  The &#8220;Teaching and Learning&#8221; line-item in the Department of Education budget makes up the bulk of the money shared by every school district in Alaska.  If the budget stays as-is, Alaska schools will receive a little over $237 million this year&#8230;an increase of about <strong>$3 million from last year or about 1.3%</strong>.  However, the Office of the Governor &#8220;Executive Office&#8221; line-item (which includes the Governor&#8217;s Staff) will be receiving over $13 million this year &#8212; an increase of almost <strong>$2 million or over 13%</strong>!    </p>
<p>&#8211; <a href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HJR%2016&#038;session=27" target="_blank"><strong>House Joint Resolution (HJR) 16</strong></a> &#8212; A resolution which, if passed, would place an amendment to the Constitution on the ballot, allowing for public (education) money to go for a &#8220;public purpose.&#8221;  According to the text of the resolution, it still specifically does NOT allow state money to go towards private or religious institutions.  However, it DOES seem geared to allow state funds for privatized education.  Also, I have been told of one more possibility (which will require more research)&#8230;it could leave open the option of a for-profit business that owns a religious school receiving funds.  From <a href="http://housemajority.org/spon.php?id=27HJR16" target="_blank">Wes Keller&#8217;s Sponsor Statement</a>:  </p>
<blockquote><p>HJR 16 opens some of these doors for both public and private education by allowing the release of funds to more than just public schools. This Constitutional Amendment allows those students seeking to excel in secondary and post secondary education to attend a school that meets their needs.</p></blockquote>
<p>Like I said&#8230;more research&#8230;</p>
<p>&#8211; <strong><a href="http://www.legis.state.ak.us/basis/get_complete_bill.asp?session=27&#038;bill=HB145" target="_blank">House Bill (HB) 145</a> (Senate companion bill SB 106)</strong> &#8212; <a href="http://alecexposed.org/w/images/2/20/2D17-THE_PARENTAL_CHOICE_SCHOLARSHIP_PROGRAM_ACT_2_Exposed.pdf" target="_blank">Titled the same as the ALEC template voucher bill</a>, HB145 is intended to establish:  &#8220;&#8230;the parental choice scholarship program to be administered by school districts for the purpose of paying the cost of attending grades kindergarten through 12 at public and private schools&#8230;&#8221;  In other words, it will establish school vouchers with State of Alaska money.  </p>
<p>At this time, it suffers from some major drawbacks:  </p>
<p>1) It&#8217;s unconstitutional <a href="http://www.themudflats.net/wp-admin/post.php?post=26941&#038;action=edit" target="_blank">per Article 7 Section 1</a> a) State money cannot be used to fund private or religious education (see HJR 16) and b) We must &#8220;establish and maintain a system of public schools open to all children of the State,&#8221; &#8212; since many village parents will be unable to utilize this &#8220;choice&#8221; (voucher), it could quite possibly get decimated in the courts.</p>
<p>2) Because there have been amendments on top of amendments in an attempt to get it to work, it is a huge pile of gobbledy gook that most of the members of the House Education Committee don&#8217;t even completely understand, based on their <a href="http://www.legis.state.ak.us/basis/get_audio.asp?session=27&#038;chamber=H&#038;comm=EDC&#038;date1=1/23/2012&#038;start=0807&#038;bill=HB145#" target="_blank">Friday meeting</a>. Those pushing the bill (Rep Keller, Rep Dick) seem to think it&#8217;s been in the Education Committee &#8220;an embarassing&#8221; amount of time and just needs to get moved along&#8230;whether it functions or not.  </p>
<p><strong>**There is <a href="http://www.legis.state.ak.us/basis/get_sch_sum.asp?session=27&#038;date=20120201&#038;time=080000&#038;comm=HEDC" target="_blank">another meeting scheduled for Wednesday Feb 1st</a> and I intend to send my testimony to the Committee beforehand. I encourage you to do the same.**</strong></p>
<p>&#8211; <a href="http://www.edchoice.org/CMSModules/EdChoice/FileLibrary/734/Alaska-K-12---School-Choice-Survey.pdf" target="_blank"><strong>&#8220;Alaska K-12 School Choice Survey&#8221;</strong></a> &#8212; Several months ago, I was listening to a conservative show when the host started discussing a poll that proves Alaska wants to have vouchers private charter schools. It turned out to be a poll that was funded by the Friedman Foundation.  The host was quoting numbers over 60% in favor of various types of alternative education&#8230;pretty impressive.  When I researched the poll, I discovered the most important question:</p>
<p><strong>How familiar are you with [Charter Schools/Virtual Schools/School Vouchers] in K-12 education?  Not that familiar/Never heard of it &#8212; 62%</strong></p>
<p>So basically, the vast majority polled had no idea what these folks were talking about.  So, when these Alaskans who were quite used to receiving free money in the form of a Permanent Fund Dividend Check each year were asked a question worded like this:</p>
<p><strong>&#8220;An education savings account allows parents to withdraw their child from a public district or charter school and recieve a payment into a government authorized savings account with restricted but multiple uses.  Parents can then used these funds to pay for private school tuition, virtual education programs, private tutoring or saving for future college expenses. In general, do you favor or opppose this kind of savings account system?&#8221; </p>
<p>61% were all for it!</strong></p>
<p>Note that 61% is about the same percentage of folks who had no idea what &#8220;school choice&#8221; really is. In other words, the same percentage of folks who know what all of this means said &#8220;no&#8221; to the free money.</p>
<p>Another note:  if you look at the survey demographics, only 13% were Alaska Native.  That does not match the State of Alaska demographics according to the 2010 Census, but it does match the Municipality of Anchorage demographics.  In other words, while these folks were claiming that their &#8220;sample size&#8221; was Alaska, it was probably just Anchorage.</p>
<p>Why is that significant?</p>
<p>Anchorage School District already has really nice charter schools within the system (and there is no reason we can&#8217;t have more).  If you ask someone from Anchorage about charter schools, especially if they don&#8217;t know about the lower-48 kind, that will completely skew their responses.  </p>
<p>&#8211; <strong>The Education Summit</strong> &#8212; Per Municipal Code, Mayor Dan Sullivan&#8217;s roll in enacting School District changes is generally signing or vetoing what&#8217;s been passed through the School Board and the Anchorage Assembly.  However, being that it&#8217;s an election year, he adopted the role of Superintendent by collecting corporate and private business money for an Education Summit.  It was set up <a href="http://www.muni.org/Departments/Mayor/Pages/3Phases.aspx" target="_blank">in three parts</a>: </p>
<p>1)  He hired <a href="http://www.viewpointlearning.com/about-us/who-we-are/" target="_blank">Viewpoint Learning</a>, a company of professional &#8220;handlers,&#8221; then hand-picked a mostly-conservative 100 participants.  They brought up seven <a href="http://www.muni.org/Departments/Mayor/Pages/PanelistPresentations.aspx" target="_blank">panelists</a>.  All but two of them were clearly pushing a privatized charter school and/or voucher agenda, four of them worked for organizations whose funding was provided directly by privatization advocates and only <a href="http://www.muni.org/Departments/Mayor/Pages/SamuelAbrams.aspx" target="_blank">one</a> had proof of an education plan with long-term success&#8230;a non-privatization pro-union strategy in Finland.</p>
<p>2) Now in phase 2, <strong>The Mayor&#8217;s Office is currently asking for Anchorage residents to attend the <a href="http://www.muni.org/Departments/Mayor/PressReleases/Pages/Mayor’sEducationSummitcommunityconversationsannounced.aspx" target="_blank">&#8220;community conversations.&#8221;</a> This is the only time that the general public will have any input n the &#8220;scenarios&#8221; reached during the Education Summit. I&#8217;ve already signed up for one and I encourage everyone to do the same.</strong></p>
<p>3) There will be a &#8220;Capstone Summit&#8221; in June where some of the Summit participants and some of the Community Dialogue participants will get together and finalize &#8220;recommendations.&#8221; </p>

<p>There&#8217;s no doubt about it. Alaska is blessed. <a href="http://latimesblogs.latimes.com/washington/2011/01/sean-parnell-alaska-state-of-the-state.html">Just ask Governor Sean Parnell.</a> These are golden oily days indeed. In his state of the state address last week, he told us that financially, we&#8217;re doing just fine, thankyouverymuch But what if&#8230;  What if some day we aren&#8217;t? We should really start cutting the budget just in case. Besides, swashbuckling with a red pen looks really good, even if you have a patch on both eyes. It can even make a chief executive/oil lobbyist look like a sound-minded fiscal conservative. Don&#8217;t look over there where the state is readying itself to shovel pallet loads of cash into the waiting pockets of the Big 3 oil companies&#8230;. Instead, check out Captain Zero and his mighty red Bic sabre, slashing and hacking with wild abandon. HYAAAAH!</p>
<p>And what makes the most sense to cut, just in case things get bad in the future? How about cutting the future itself &#8211; yes, that&#8217;s it!  Education!</p>

<p>Of course Parnell says he wants things to improve &#8211; test performance, graduation rates, drop out rates&#8230; And things <strong>are</strong> improving.</p>
<blockquote><p><a href="http://www.themudflats.net/2011/12/13/anchorages-graduation-coaches-making-a-difference-with-sniffle-inducing-video/">Just five years ago</a>, Anchorage’s high school graduation rate was staggeringly low. Superintendent of Schools, Carol Comeau noted “Now, more than ever, our young people are leaving school with a high school diploma. Our graduation rate is near 72 percent, up from 62 percent just five years ago. We still have a long way to go but our efforts are working, and this is good reason to celebrate.”</p>
<p>Part of this success is due to the fact that in 2008, the Anchorage School District hired Graduation Support Coordinators, or “graduation coaches”, to help increase graduations and reduce the dropout rate.</p></blockquote>
<p>We&#8217;ve seen good things happen when we&#8217;ve had the money to invest in making class sizes smaller, and creating jobs for those committed to helping kids be successful. We can all hope really hard that momentum continues now that they don&#8217;t have the money any more. I bet that will work. Ready everyone? 1 &#8211; 2 &#8211; 3&#8230;. HOPE!</p>

<p>For now, we can watch those who have devoted their careers and their souls to the calling of helping kids succeed, tell us how they are going to spend less per kid, put more of them in the classroom and eliminate the people in positions to help the most vulnerable succeed. That&#8217;ll fix their little red wagons.</p>

<p>Yesterday and today, Carol Comeau presented the 2012-2013 budget to the Anchorage School Board.&#8221;These are extremely difficult cuts to make,&#8221; she said.  &#8221;If we had the funds, I think we would have made very few cuts to these programs that are helping our students, particularly our struggling students. But we have to make tough choices in order to produce a balanced budget.&#8221;</p>
<p>Program eliminations include:<br />
Summer school &#8211; elementary, middle and high school (No problem making up credits as long as your family can afford a private program, though)<br />
Middle school career guides<br />
Middle school in-school suspension teachers<br />
Student support program supervisors, and<br />
High School Graduation Coaches</p>
<p>Right wing talk radio bloviators have recently taken to mocking High School Graduation Coaches. They roll their eyes and chuckle&#8230; What are &#8220;graduation coaches&#8221; anyway? I&#8217;ve never heard of them&#8230; What do they even DO? Just another librul money-sucking made up job&#8230; Bla bla bla.</p>
<p><a href="http://www.themudflats.net/2011/12/13/anchorages-graduation-coaches-making-a-difference-with-sniffle-inducing-video/">Here&#8217;s a little something</a> for the Google challenged on the right wing airwaves who apparently use their own narrow sliver of pre-existing knowledge as a benchmark for the worthiness of a program. Watch and learn.</p>

<p>Programs reductions include:</p>
<p>Elementary counselors<br />
Elementary librarians and assistants<br />
Special Education/Related Services<br />
English Language Learner services<br />
Gifted Education services<br />
Curriculum &amp; Instructional Support<br />
Maintenance positions and project funds<br />
Warehouse positions<br />
Custodial positions</p>
<p>In total, the new budget will kill almost 90 jobs.</p>
<p>The administration is also recommending a class size increase for students in grades 3-12.</p>
<p>Grade 3 &#8211; 0.5 increase<br />
Grades 4-8 &#8211; 1.0 increase<br />
Grades 9-12 &#8211; 1.5 increase</p>
<p>&#8220;Class-size increases are the last thing we look at when trying to balance the budget,&#8221; said Comeau. &#8220;We know this is a very important issue for our teachers, principals, students and the community.&#8221;</p>
<p>&#8220;Over the years, we have added more programs to try to address individual learning needs,&#8221; said Comeau. &#8220;Many of these programs have proven effective but we&#8217;re in a place now where we have to make hard calls based on available funding. I don&#8217;t like this budget but I think it&#8217;s as responsible as we can make it&#8230; These cuts are necessitated by the lack of revenue increases at the state level and only a slight increase at the local level.&#8221;</p>

<p>Meanwhile back at the Governor&#8217;s office, Sean Parnell says he has problems with things like raising the base student allocation.</p>

<p>So, what have we learned? Things are really great here in Alaska. We&#8217;re not having the problems everyone else is. BUT, down in the Lower 48 and abroad, things aren&#8217;t so rosy. And that&#8217;s really what should drive our policy. So, just in case bad things happens here, we need to underfund education while giving billions away to the oil companies, and everything will work out just fine. See how that works?</p>
<p>Fortunately, there are those in the legislature whose priorities differ from those of the governor, and haters of the biggest of all entitlement programs &#8211; edjacation.</p>

It&#8217;s our choice. Being compassionate and supportive actualy pays off monetarily too. It&#8217;s nice how that works.</p>

<p>When <a href="http://www.oneanchorage.com" target="_blank">&#8220;One Anchorage&#8221;</a> was preparing to file their now-successful petition with the city to place their initiative on the April 3rd ballot, most supporters and those experienced with similar campaigns agreed that it would be very difficult to provide a rational argument against the initiative itself. As it states on the website:</p>
<blockquote><p>&#8220;The One Anchorage Initiative simply provides to gay and transgender Alaskans the same legal protections that we already provide to other persons in Anchorage in employment, financial practices, housing, and restaurants, department stores and other businesses.&#8221;</p></blockquote>
<p>In other words, to fight against the language of the initiative, you would have to somehow advocate that firing someone from a job or denying someone housing based purely on their sexual orientation or gender identity is somehow acceptable. As I have discovered in my discussions, even some of the most conservative or religiously fanatical folks are unwilling to openly advocate for that.</p>
<p>So, what happens when extremists discover that the truth about their stance is a losing argument? They turn to lies, half-truths and misdirection&#8230;especially those organizations desperate to hold onto their very best fundraising issue.</p>
<p><a href="http://www.themudflats.net/2012/01/17/they-lie-and-one-anchorage-needs-volunteers-to-spread-the-truth/afc-header/" rel="attachment wp-att-26775"><img class="aligncenter size-full wp-image-26775" title="AFC Header" src="http://www.themudflats.net/wp-content/uploads/AFC-Header.jpg" alt="" width="180" height="120" /></a></p>
<p>True to form, Jim Minnery has done just that in a recent begging email to the followers of Alaska Family Council. Featured in <a href="http://www.themudflats.net/2012/01/15/bigotry-is-not-in-his-name/" target="_blank">Shannyn Moore&#8217;s most recent opinion piece</a>, Minnery begins his plea by describing a &#8220;recent&#8221; case in the UK where a &#8220;Christian couple&#8221; was denied a foster parent license because, according to the email, <em>&#8220;they are unwilling to tell the children in their care that homosexuality is a morally equivalent lifestyle to heterosexuality.&#8221;</em> The email then goes on to claim: <em>&#8220;According to the British high court, &#8220;traditional Christian views about sexuality are harmful to children.&#8221;</em></p>
<p>Obviously, the most important thing about this email is that a ruling in the United Kingdom has absolutely nothing to do with a ballot initiative in Anchorage, Alaska. We had an entire war a few hundred years ago to make that decision.</p>
<p>However, I decided to do a little research to discover how far these folks were willing to stretch the truth and sow misinformation in order to generate the necessary faux-outrage on this side of the pond.</p>
<p>As it turns out, Minnery and his friends went pretty far:</p>
<p>&#8211;The email claims this ruling is &#8220;recent.&#8221; According to <a href="http://www.bbc.co.uk/news/uk-england-derbyshire-12598896" target="_blank">the press in Great Britain</a>, the ruling was made in February of 2011, almost a year ago. I guess &#8220;recent&#8221; is in the eye of the beholder.</p>
<p>&#8211;The email insinuates that the Mr. and Mrs. Johns were denied foster parent status to prevent them from simply &#8220;discussing their objections&#8221; to homosexuality with those &#8220;small children&#8221; (5 to 10 yrs old) who would be in their care. In actuality, The Derby City Council (whose rejection of the Johns&#8217;s application was the basis for the case) <a href="http://www.guardian.co.uk/society/2011/feb/28/christian-couple-lose-care-case" target="_blank">gave a more accurate statement of the issue</a>: <em>&#8220;It would be inappropriate for the council to approve foster carers who cannot meet minimum standards. It would be difficult and impractical to match children with Mr and Mrs Johns if they feel that strongly.&#8221;</em> In other words, since a child&#8217;s sexual orientation is not generally known at that young of an age, it would be impossible for the City to determine which children would eventually discover that they were LGBT and could suffer harm from such discrimination under their roof.</p>
<p>&#8211;Finally, as far as I can determine, the alleged quote attributed to the British High Court ruling (&#8220;<em>traditional Christian views about sexuality are harmful to children</em>&#8220;) is a complete fabrication. I was unable to trace it to any UK publications. No published accounts of the ruling which contain the actual language have anything which even resembles that quote. On the contrary, I found <a href="http://www.guardian.co.uk/commentisfree/andrewbrown/2011/feb/28/christianity-gay-rights-english-law" target="_blank">Lord Justice Munby&#8217;s written decision </a>to be worded quite differently:</p>
<blockquote><p>&#8220;However, it is important to realise that reliance upon religious belief, however conscientious the belief and however ancient and respectable the religion, can never of itself immunise the believer from the reach of the secular law. And invocation of religious belief does not necessarily provide a defence to what is otherwise a valid claim.</p>
<p>Some cultural beliefs and practices are simply treated by the law as being beyond the pale. Some manifestations of religious practice will be regulated if contrary to a child&#8217;s welfare. One example is the belief that the infliction of corporal punishment is an integral part of the teaching and education of children and is efficacious &#8230; And some aspects of mainstream religious belief may even fall foul of public policy&#8230;&#8221;</p></blockquote>
<p>I was also unable to trace that quote to anything published in any part of the world <span style="text-decoration: underline;">at the time of the actual ruling</span>. However, I did discover the same story, almost word-for-word, in a post from December 29, 2011&#8230;<span style="text-decoration: underline;">less than 1 month ago and a few days before the AFC email</span>. This appeared on the blog for the <a href="http://www.fpiw.org/about/family-policy-blog.html" target="_blank">Family Policy Institute of Washington (FPIW)</a>. FPIW is affiliated with James Dobson&#8217;s <a href="http://www.focusonthefamily.com/" target="_blank">Focus on the Family</a> and the <a href="http://www.frc.org/" target="_blank">Family Research Council</a>, as is <a href="http://www.alaskafamilycouncil.org/about_us/focus_family_assn.html" target="_blank">Alaska Family Council.</a> FPIW also has a recent history of attempting to circumvent <a href="http://pamshouseblend.firedoglake.com/2011/12/30/federal-appeals-court-to-family-policy-institute-of-washington-obey-the-donor-disclosure-laws/" target="_blank">campaign disclosure law.</a></p>
<p>I took you through the analysis of that email because it&#8217;s important to see what strategy the religious extremists have at play and what a difficult job they actually have. You see, those of us who support One Anchorage have a much easier task. We don&#8217;t have to try and remember which lie we told on what day. We don&#8217;t have to memorize language to &#8220;pretty anything up&#8221; and make it sound better or different than it is. The best, most effective language to describe the ballot initiative is the initiative itself. The best, most effective arguments in favor of the initiative are the true stories of LGBT discrimination in Anchorage&#8230;all of us know at least one&#8230;and the fact that this initiative will make any future incidents illegal.</p>
<p>The best news of all is that the most effective person to spread this information and make these arguments is YOU!</p>
<p>One Anchorage needs you to be a <a href="http://www.oneanchorage.com/category/get-involved/" target="_blank">phone bank volunteer</a> and spread the word. Because, while our opponents&#8217; message is full of half-truths and misinformation, they are using it to raise money and get voters out on April 3rd. If One Anchorage can get enough volunteers, we can arm folks with the truth about the initiative when they go to the polls.</p>

<p><strong>Things We Do for Free: An Open Letter to Russ Feingold</strong></p>
<p>Dear Russ,</p>
<p>Today is the 60th and final day of signature collection in the effort to recall Scott Walker and Rebecca Kleefisch. This day marks a milestone in a historic victory for all of us, and for me personally in a huge way. I&#8217;m a United Wisconsin coordinator for Dane County and a grassroots organizer for the Sun Prairie Action Resource Coalition (SPARC), a local progressive group. And I just finished the hardest political work I&#8217;ve ever done or thought I&#8217;d do. Yesterday was the final day of signature collection here in Sun Prairie and our office processed exactly 7,900 signatures to recall Scott Walker and just a handful fewer than that to recall Rebecca Kleefisch. We also collected enough signatures from District 13 residents eligible to sign the petition to recall Senator Scott Fitzgerald to make a difference in that effort as well. There were many more petitions from Sun Prairie turned in in Madison, but that&#8217;s how many we processed in our office. On Tuesday, I&#8217;ll be representing our team and our part of Dane County when I help carry the petitions to the GAB with recall coordinators from around the state. I couldn&#8217;t be more proud of the work we&#8217;ve done, or hold more dear the friendships and connections that this recall has generated. The grassroots networks that were just thin webs before are now sturdy and lasting bonds that permanently and intimately connect individuals, groups, communities and all of the progressive minded people of Wisconsin. With our awakening, we have united, and we take our call to action seriously. In our town, and across the state, people who were never involved in politics at all are standing together to fight to move forward. And we know now that it&#8217;s a fight we can&#8217;t lose.</p>
<p>One of Scott Walker&#8217;s most insulting lies about our efforts has been that recall workers were being paid to collect signatures. Obviously, this is a joke of the lamest order and more of his usual attempt to paint the largest grassroots movement America has seen in decades as a &#8220;big money&#8221; effort by the &#8220;union bosses.&#8221; A joke he actually had the nerve to make, most recently, while fundraising (as usual) for big money out of state for his own campaign, and in the face of his connections to campaign fraud allegations in both a federal John Doe investigation and over 1000 violations of campaign finance law in his own fundraising.</p>
<p>But however Walker tries to spin the recall as an &#8220;outside&#8221; effort, the truth is, it could not be more grassroots, or more progressive, more about the power and necessity of citizen action. In our own office, volunteer funded everything &#8211; their donations paid for yard signs, office rent, copy paper, hand warmers, office supplies, flashlights, recall signs, advertisements for our recall events&#8230;all of this is came out of our own pockets. If the phantom &#8220;union bosses&#8221; we&#8217;ve heard so much about were supposed to be picking up the tab for this, they can send the check to me any time and I&#8217;ll go about distributing the reimbursements.</p>
<p>But if the people who paid for this recall can&#8217;t really afford it, they can afford even less to live three more years under a governor who talks constantly about tools and jobs but only has time (and money) for his corporate sponsors. That is price none of us are willing to pay, and we expect nothing but justice in return for fighting against it. As one recall worker, Heather Bott, said:<br />
You couldn&#8217;t pay me enough to stand out there in the cold rain waiting for the next signer. If I were doing this for money, I would have packed it in when it got cold. My fingers hurt as they were warming up yesterday, my daughter gently rubbing them back to body temperature. And would that be minimum wage?? Double that? A hundred an hour? No, the biggest wage is the knowledge I have that I did not remain warm, that I did not remain silent, that I did not remain anonymous or hidden. And no amount of money could compensate me for the guilt I would have if I did nothing in the face of the evil that has come to this state.<br />
We have been out there for the past 60 days working, for free, because we share a common goal for the common good. Because we know that if we don&#8217;t win this round, we&#8217;ve got three more years of being kicked to the ground. Three more years for Walker and the corporate writers of anti-education legislation to continue his war on public ed. Three more years of families getting kicked off the BadgerCare that keeps their kids up to date on their shots, ensures medicine for those who need it. Three more years of watching our resources being sold out to corporate interests as Walker tries to privatize every last enterprise of State affairs. Three more years of Gaylord Nelson rolling in his grave over the shocking attacks on our environment.</p>
<p>But I&#8217;m not going to let that happen. I have worked as hard as my busy life would allow, and did it for free. I stood with my brothers and sisters in the Capitol for free. I marched with my kids in the snow for free. I wrote letter after letter to Scott Walker for free. I spoke out publicly against his attempts to destroy public education for free. I volunteered my time as a United Wisconsin coordinator for free. I circulated petitions for free. I give up time I would rather be spending with my family because I know I couldn&#8217;t look them in the eye if I didn&#8217;t fight as hard as I could to see Walker recalled. And I apologize to them for not having spent more time in 2010 working on your campaign. It&#8217;s a mistake I will not make in the future. It&#8217;s a mistake I tried to rectify by doing my part to see Walker recalled.</p>
<p>But as monumental as this victory is, it&#8217;s just Phase 1. Getting signatures was the easy part. The hard part is getting you elected. We all know Walker has not wasted a single moment of the recall period; he&#8217;s been taking in massive funds from around the country in unprecedented amounts. Big Money America would like nothing more than to buy him an extended stay in our mansion. We can&#8217;t match that money. But we can work.</p>
<p>I&#8217;m ready to knock on doors. I&#8217;m ready to make calls. I&#8217;m ready to work in the office, ready to do whatever it takes. If you think we worked hard to recall Walker, you can just multiply that by infinity to see how hard we&#8217;d work for you. Because the recall means nothing if we don&#8217;t win the election. And to so many of us, true &#8220;victory&#8221; means Governor Russ Feingold.</p>
<p>Don&#8217;t get me wrong. We&#8217;ve got some other candidates, good and honest people who could win. And let&#8217;s face it, some of them are obviously more interested than you are in running right now. I&#8217;m not trying to dismiss them. I would vote for any of them.</p>
<p>But I want to vote for you. And, more importantly, I want to work for you.</p>
<p>Wisconsin needs you. And not in a rhetorical, only-you-can-save-us kind of way. Not just because we like you best, or know you best. Not just because we think you&#8217;re the most &#8220;electable&#8221; among our choices. But because you&#8217;re the best person for the job. We need you, Russ Feingold, because you have a singular trait that no other candidate in any other state has, and our loss in the Senate would be our gain in the Capitol if we could get you back: because you get it. You get that this is not about politics as usual. You understand what&#8217;s at stake here. And the work of Progressives United &#8211; the work you have done as a Senator in your service for so many years &#8211; all proves that you have the antidote to Walker&#8217;s anti-democratic, corporate-run vision of governance. You have earned our trust and our respect for all the right reasons, and we know you won&#8217;t let us down.</p>
<p>I have been told that you aren&#8217;t interested in running. I have read interviews where you said you didn&#8217;t want to run &#8220;this year.&#8221; I&#8217;ve been told that calling for you to run is just a distraction from the job of finding a &#8220;viable&#8221; candidate. But the people who are telling me that are the same people who said recalling Scott Fitzgerald was a pipe dream not worth investing in. And when you said you didn&#8217;t want to run &#8220;this year&#8221; was 2011. Now it&#8217;s 2012. By now you might want to run very much! I understand it might be a long shot, but the grassroots workers of Wisconsin live for long shots. And I&#8217;m not going to be counted among those who gave up before they tried. And I&#8217;m certainly not giving up on you. So I&#8217;m putting this out there and hoping you&#8217;ll consider. Knowing where you stand in your support for the future of Wisconsin does not weaken our efforts; it strengthens our resolve to move forward.</p>
<p>Russ, you have proven to us through your years of commitment and service to the people of Wisconsin that you have the integrity, principle, vision and fearlessness needed to enact real change. And now, on this 60th and final day of the recall effort, we hope we&#8217;ve proven to you that we have the commitment and power to make your vision a reality. We can do it.</p>
<p>Grassroots action works. And we are ready to work for you.</p>

<p>Happy Solstice to all! It&#8217;s that wonderful time (especially in the far north) when the Earth decides to tip back into the summer direction, and the amount of darkeness gets less, and the light gets longer. It will only be a second or two a day at first, but as the weeks roll on, it will turn to minutes at a time in its frenzied journey to long summer days.</p>
<p>I love the Solstice, and try to make time to appreciate it in some way. It&#8217;s almost a shame it comes surrounded by all the rest of the hustle and bustle of the holiday season. It can tend to get lost in there. This year it was decorating the tree, listening to beautiful music, drinking yummy drinks, and feeling grateful to have made it through a difficult year. A new tipping of the axis has come, with new possibilities, new hopes, and new strength. This is one of those holidays that exists objectively, whether we want it or not. Every culture marked it, and every human has noticed it since the beginning of time. And nobody will change it to Monday so we get a long weekend, or combine it with another event and call it &#8220;Celestial Day.&#8221; It is what it is &#8211; simple, scientific, magical and beautiful.</p>
<p>The Sun, which has been conspicuously absent the last week or so, rose (literally) to the occasion today with a beautiful sunrise, and equally lovely sunset. A grand entrance and finale, worthy of celebration in itself.</p>

<p>But if noting the turning of the seasons, and basking in their resplendent symbolic glory isn&#8217;t enough for you&#8230; and if you&#8217;d rather mark this most notable of days by celebrating your Constitutional rights, and challenging the grinchy government interventionist mayor, who says that he can tell you when you can and cannot sit on the sidewalk, then have I got the thing for you.</p>
<p>Join the group of protesters who are ready to do the unthinkable, the untenable&#8230; They shall defy big gubmint, and those who have grown too large for their mayoral britches, and they shall SIT. That&#8217;s right. They&#8217;re going to sit &#8211; right in front of City Hall. They shall dare to park their backsides on the cement surrounding the Ivory Tower.  They are a mighty lot. To join this noble crowd, dress warmly, bring a thermos, and prepare to sit for liberty.</p>

<p>When: Lunchtime, any time 11am-1pm  [Note that there will be some hearty souls there at 6am when sitting officially becomes illegal]</p>

<p>This photo was taken in Sitka, but could be almost anywhere in Southeast Alaska. The Tongass National Forest blankets most of our region, a crazy quilt of western red cedar, Sitka spruce, and western hemlock that covers almost<strong> 17 million acres</strong>. Not only is the Tongass the largest national forest in the US, it’s also the largest temperate rainforest remaining in the world. About 70,000 people call the Tongass home – as do 30,000 bears. This rare ecosystem also supports deer, wolves, over 300 species of birds, and all 5 species of salmon: chinook, coho, sockeye, chum, and pink.</p>
<p>When we talk about protecting wild salmon, our national dialogue is heavy on fisheries management and healthy oceans.  Essential elements, but incomplete. These ocean swimmers begin and end their lives in freshwater, including  <strong>17,690 miles</strong> <strong>of streams, lakes and ponds</strong> in the Tongass. If we promote sustainable fisheries without placing equal value on salmon habitat, both are at risk.</p>
<p>One of my fellow fishermen, <a title="'Salmon in the Trees' profile: Sitka fisherman Karl Jordan" href="http://capitalcityweekly.com/stories/040611/new_811238411.shtml" target="_blank"><strong>Karl Jordan</strong></a>, published an editorial in the Juneau Empire yesterday: “Forest Service Budget Just Doesn’t Add Up.” (Available <strong><a title="Forest Service Budget Just Doesn't Add Up" href="http://juneauempire.com/opinion/2011-12-07/my-turn-forest-service-budget-just-doesnt-add#.TuFcfXqXWZR" target="_blank">here.</a></strong>) Karl examined the annual funding for habitat conservation/restoration (<strong>$1.5 million</strong>) and logging/road development ($<strong>25 million</strong>). Quite a discrepancy – especially when you note that timber-related jobs number less than 200, compared to <strong>over 7000 fisheries-related jobs</strong>.</p>
<p>A fourth-generation fisherman, Karl’s profiled<a title="'Salmon in the Trees' profile: Sitka fisherman Karl Jordan" href="http://capitalcityweekly.com/stories/040611/new_811238411.shtml" target="_blank"><strong> here</strong></a> in Amy Gulick’s tribute to the Tongass,  <em><strong><a title="Salmon in the Trees" href="http://www.salmoninthetrees.org/" target="_blank">Salmon in the Trees</a></strong></em>. He’s a powerful advocate for salmon, speaking from a place of deep love for Southeast Alaska, the Tongass, and commercial fishing.</p>

<p>That’s the place that I speak from, too. Life as a harvester is, for me, inherently bound to life as a conservationist. I believe it’s my responsibility to protect what I love. And between the photo at the top of this post, the many joys of our life at sea, and the honor of hand-delivering these gorgeous fish to our customers, I can’t even begin to count all of the ways I love salmon and trees.</p>
<p>If you speak from this place, too, please join me in quick, easy activism for salmon. <strong>If you support increased funding for salmon programs and habitat restoration in the Tongass, please email Forest Service Chief Tom Tidwell (ttidwell@fs.fed.us) with your message.</strong> It doesn’t have to be long, but it does have to be received by <strong>December 16th</strong> to weigh in on 2012′s budget planning.</p>

<p>Dear Undersecretary Sherman,</p>
<p>My name is Tele Aadsen, and I’m a second-generation salmon troller in Southeast Alaska. Salmon trollers are predominantly family operations; I began fishing at the age of seven, in 1984. My mother was one of a handful of female skippers at that time, and we comprised the only all-female troller. For the past 7 years my partner and I have run our own boat, the 43-foot <em>Nerka</em>, which he grew up on and took over as a 22 year old. Hook-and-line caught, we process and freeze our catch at sea, self-marketing a premium quality wild salmon to restaurants, grocers, and food co-ops across the U.S. This is our sole source of income.</p>
<p>Discussion of salmon sustainability frequently focuses on fisheries management and healthy oceans. Essential elements, yet incomplete. We must devote equal attention to the surrounding forests, which provide critical salmon habitat. In its streams, lakes, and ponds, <strong>the Tongass National Forest provides 17,690 miles of salmon habitat</strong>. Salmon are inextricably linked with the Tongass; the well-being of one directly impacts the other.</p>
<p>In Alaska, salmon mean far more than a meal or a paycheck. In a 2007 survey, <strong>96% of Alaskans said salmon are essential to our way of life</strong>. In our remote region, where many communities are island-based, closed systems, the term “way of life” refers more to practical necessity than sentimentality. <strong>Nearly 90% of rural households in Southeast Alaska depend on salmon</strong>.</p>
<p>What does a dependency on salmon look like? It looks like <strong>over 7000 jobs</strong>: men, women, and young people working on fishing vessels or in processing plants. In a tremendous ripple effect, fisheries contribute to local economies. In some of Southeast Alaska’s small communities, salmon <em>are</em> the local economy. Grocers, restaurants, hotels, cold storages and transport systems all flourish with healthy salmon runs. <strong>The combined economic value of commercial, sports, and subsistence salmon fishing, plus hatchery operations, is estimated at $986.1 million.</strong></p>
<p>The economic impact of salmon doesn’t stop at Alaska’s border. Many fishermen spend the off-season in the Lower 48, enhancing the economy of multiple states. In 2009, my partner and I were able to purchase our first home in Washington, where we frequently have boat work done. Maintaining a safe, successful fishing vessel is an expensive, on-going effort: all across the West Coast, harbors, boat yards, diesel mechanics, refrigeration services, craftsmen, fiberglass workers, metal fabricators, gear stores, and other marine service professionals are direct beneficiaries of our good salmon seasons.</p>
<p>Beyond these enormous economic considerations, the Tongass is one of the few remaining wild places in America, a rare ecosystem of deep cultural significance, beauty and wonder. I’m profoundly grateful for my life as a commercial fisherman, and hope to continue providing quality wild salmon to Americans in a responsible manner. I’m committed to protecting the natural resources that allow this unique profession, and want to thank you, Undersecretary Sherman, for joining me in this effort. <strong>Thank you for advocating for a healthy, sustainable future, prioritizing funding for watershed restoration and salmon habitat in the Tongass.</strong></p>

<blockquote><p>The One Anchorage campaign filed an application this morning with the Anchorage Municipal Clerk’s Office to place an initiative on the April 2012 ballot asking voters to include lesbian, gay, bisexual and transgender (LGBT) Alaskans in the same legal protections already provided to women and minorities in employment, housing, and public businesses.</p>
<p>Arliss Sturgulewski, a former state senator and Republican gubernatorial candidate is the Initiative Sponsor and Co-Chair of the One Anchorage Campaign. Former Alaska Gov. Tony Knowles is the Alternate Sponsor and campaign Co-Chair. Other Sponsors include Alaska Constitutional Convention delegate Vic Fischer, former First Alaskans Institute President &amp; CEO Janie Leask, the Rev. Michael Burke of Anchorage’s St. Mary’s Episcopal Church, and leaders of Alaska’s LGBT community.</p></blockquote>
<p>After the Municipality accepted the application, One Anchorage had 90 days to collect thousands of signatures. Today (Saturday) is the last day that those signatures will be collected before they are turned in to the Municipality next week.</p>

<p>There will be volunteers all over the city today gathering signatures. However, the Campaign has made it VERY easy for those busy folks who would like to sign from the comfort of their own car.</p>

<p>I&#8217;ve never wanted to sit on a sidewalk so badly in my life.</p>
<p>This week, seven members of the Anchorage Assembly voted for Mayor Dan Sullivan&#8217;s ordinance to create sidewalk sitting hours and rules. Ernie Hall, who has talked about being independent of the mayor, once again, with his vote, proved he is a lockstep lapdog.</p>
<p>The most surprising, and disappointing vote was Dick Traini&#8217;s. Traini most certainly is not the mayor&#8217;s lackey, but he voted like one. The rest &#8212; Debbie Ossiander, Chris Birch, Bill Starr, Jennifer Johnston and Adam Trombley &#8212; voted as expected, right in line with Mayor BurgerMeister MeisterBurger.</p>
<p>Is this an indicator we have no bigger problems to solve in Los Anchorage? So, all the snow is plowed, little white lights strung, and violent crime abated? Is there some out-of-control epidemic of sidewalk sitters who are clogging passageways and impeding commerce? Have we nothing more to do than put useless, redundant laws on the books, and plan parties? What&#8217;s next, a ban on toys?</p>
<p>For a crowd that calls for less regulation, telling you where to put your bottom, and at what time, seems like bigger government to me. Supporters of the law can&#8217;t even pretend this is something other than a personal vendetta for the mayor. Last summer, John Martin, a registered sex offender, protested the mayor&#8217;s treatment of the homeless. That&#8217;s why it&#8217;s now illegal for you and me to sit on the sidewalk.</p>
<p>This entire episode reminds me of the political posturing years ago when President George Bush and Congress interrupted their recess to create a law during the Terry Schiavo situation. One law for one person. That poor comatose woman generated more frequent-flier miles than anyone before or since.</p>
<p>Our laws should protect individual liberties, not take them away in some fake gesture to the greater good. I know, I sound like a Tea Party member, but I don&#8217;t agree with curbing personal liberty any more than they do.</p>
<p>Last summer, after the ordinance was proposed, the mayor said Mr. Martin needed to take a bath and get a job.</p>
<p>Newt Gingrich said the same thing this week about the Occupy movement.</p>
<p>I guess if you paint folks as dirty and lazy, it becomes easier for the public to give you a pass when you take away their rights. The consequence of not paying attention is that the fresh new laws apply to you as well as whomever you thought didn&#8217;t deserve protection. And in this case, people were paying attention. It&#8217;s just that it didn&#8217;t matter because seven big-government, liberty-squashing members of the Assembly knew better than you.</p>
<p>The night the anti-First Amendment ordinance passed, the Assembly chamber was filled with folks waiting to comment. Not a single person testified in favor of the law. Not one. Nor were any emails received urging passage. Despite overwhelming and unanimous testimony against Mayor Sullivan&#8217;s ordinance, seven members did not waver.</p>
<p>Mayor Sullivan said, &#8220;My review shows that there is clearly a lack of quantifiable evidence necessitating this ordinance. My review also shows that the vast majority of those who communicated their position &#8230; are in opposition. As elected officials, we are charged with reflecting the will of the community in our decisions, particularly in the absence of compelling data that would supersede that will.&#8221;</p>
<p>Oh, wait. He said that in 2009, after he vetoed anti-discrimination legislation.</p>
<p>What effect did the worldwide Occupy movement have on passage of this anti-civil rights ordinance? How will this new law, specifically, affect the civil liberties of those protesting with the Occupy Anchorage group downtown?</p>
<p>In Mayor Sullivan&#8217;s quest to demonstrate mayoral power to a homeless man, did the mayor just pass a law that sets the stage for confrontation between the peaceful and nonviolent Occupy Anchorage movement and the Anchorage Police Department?</p>
<p>Henry David Thoreau, in &#8220;On the Duty of Civil Disobedience&#8221; (1849), wrote, &#8220;If &#8230; the machine of government &#8230; is of such a nature that it requires you to be the agent of injustice to another, then, I say, break the law.&#8221;</p>
<p>Perhaps we should all head downtown on the day this anti-civil rights ordinance becomes law, sit down and occupy the sidewalk.</p>
