A thought about Protest letters:
A letter to Doogan probably will not touch his heart and rehabilitate him.
It might flood his in box, but so what?

It might be better to email his colleagues and ask them to Reprimand or Censure him.

Update - This idea from Dr Chill seems like a better idea for the time being than emailing Doogan. Here are the email addresses for the AK legislators. If you want to send an email, maybe send it to one of these people instead of Doogan. Perhaps focus on these 4 -

Joint Committee on Legislative Ethics. Their emails are:
