Now, apparently, we are the only region in the United States that produces world-class premium cigar tobacco.

They ARE attractive plants, though.  Maybe I'll order some seeds!

Weeeellll...I don't *specifically* know about tobacco.  There are 2 precedents: Beer/wine and Diesel. With beer and wine you can make your own up to a certain rather large amount for personal consumption without penalty. If you try to sell it, then the state becomes interested.  With diesel, you're *supposed* to pay a tax on what you produce -- something like 50 cents a gallon -- because that goes to road maintenance.

Of course, there are other precedents to the contrary: distilled liquors and pot. But...tobacco's not a controlled substance that I know of.  With distilled liquors, I'm not sure if it's the loss of tax revenue or the increased health risks (or something else) with distillation that cause greater government regulation.

FWIW, I'd say tobacco == beer/wine and you'd be alright for personal use, especially if you take up a pipe.  Don't take my word for it, though.
